Mumbai: Union Heavy Industries Minister and Shiv Sena leader Arvind Sawant on Monday announced his decision to quit the NDA government at the Centre.

The Sena’s lone minister minister in the Modi Cabinet took to Twitter to announce his decision, a day after
Maharashtra Governor Bhagat Singh Koshyari invited his party to stake claim to form  government in the state.

“The Shiv Sena’s stand is of truth. Why should I stay in atmosphere of falsehood in Delhi? I am resigning as Union
minister and will speak at a press conference in Delhi at 11 am,” Sawant tweeted.

He said before the Lok Sabha polls, a formula was worked out about sharing of power and seat. Both the Shiv Sena
and the BJP agreed to it.

“But now, it is shocking that the decision arrived at is being denied and the Shiv Sena is being projected as not
speaking truth. This is shocking. This is a blot on the state’s pride. The BJP has parted ways by crossing limits of
falsehood,” he said in another tweet.

Hours after the BJP declined to form government in Maharashtra on Sunday, the governor asked the Shiv Sena to
“indicate the willingness and ability” of the party to stake claim.

The Sena, which is the second-largest party in the 288-member House with 56 MLAs after the BJP (105), has time
till 7.30 pm on Monday to stake claim to form government.

While the Sena has been making efforts to reach out to the NCP and the Congress, the Sharad Pawar-led party on Sunday said the Sena will have to walk out of the NDA first.

He also expressed regret at not being able to attend the Kolkata International Film Festival this year.

Mumbai: Maharashtra Governor Bhagat Singh Koshyari on Sunday invited the Shiv Sena, the second largest party, to stake claim to form government, hours after the BJP declined such attempt.

“The Sena will have to inform the governor about its stand by Monday (November 11) evening 7.30 pm,” a Raj Bhavan official said.

In the 288-member Assembly, the BJP and the Sena each has 105 and 56 MLAs, respectively.

Opposition Congress and NCP won 44 and 54 seats, respectively, in recent assembly polls. The halfway mark is 145.

Koshyariasked Sena legislative party leader Eknath Shinde to “indicate willingness and ability” of the party to form government in Maharashtra, a Raj Bhavan statement said.

The governor had on Saturday invited the BJP, the single largest party, to stake claim to form government.

However, with the BJP unable to muster numbers in view of the Sena’s stand not to support it on the issue of sharing of power and the post of the chief minister, the party on Sunday declined to form government.

“The Governor has, therefore, asked the leader of elected members of the second largest party, Shiv Sena, Eknath Shinde, to convey its willingness and ability to form the government,” the statement said.

With the BJP backing off from the race, the onus to form government now rests with the Sena, which has indicated that it might rope in the Congress and the NCP to prop up a government.

Sena MP Sanjay Raut had earlier claimed support of 170 MLAs.

New York: Nikki Haley, the first Indian-American to serve on the US cabinet, has burled the bombshell allegation that two top officials in President Donald Trump’s administration tried to undermine him and asked her to join them in carrying the plan.

Haley writes in her book, “With All Due Respect”, that former Secretary of State Rex Tillerson and Trump’s Chief of Staff John Kelly told her that they “resisted the President” and needed her to join them.

“It absolutely happened,” she confirmed in an interview broadcast on Sunday morning by CBS.

“To undermine a President is really a very dangerous thing. And it goes against the Constitution, and it goes against what the American people want. And it was offensive.”

Trump appointed Haley as the Permanent Ambassador to the UN with a cabinet rank in 2017 and she quit the job at the end of 2018 on amicable terms with the President, even though she had publicly differed with him on several issues.

She continues to be a Trump loyalist and is considered a potential future presidential candidate.

Her book is due to be published on Tuesday, but parts of it have been quoted by different media.

The daughter of Sikh immigrants, she has served as the Governor of the state of South Carolina.

She wrote that the two officials spent over an hour trying to convince her to join them.

“Kelly and Tillerson confided in me that when they resisted the president, they weren’t being insubordinate, they were trying to save the country.”

She said in the book that “Tillerson went on to tell me the reason he resisted the president’s decisions was because, if he didn’t, people would die. This was how high the stakes were, he and Kelly told me”.

“We need you to work with us and help us do it,” they appealed to her, she wrote.

She said in her Sunday interview: “Instead of saying that to me, they should have been saying that to the president, not asking me to join them on their sidebar plan. It should have been, ‘Go tell the president what your differences are, and quit if you don’t like what he’s doing’.”

Tillerson was fired by Trump through a tweet in March 2018 and replaced by Mike Pompeo. Kelly resigned at the end of the year following his differences with the President.

Haley’s inside view of the tumult among senior officials seems to be corroborated by the anonymous author of another recent book, “A Warning”, although not specifically about Kelly and Tillerson’s encounter with her.

The author’s identity is kept secret by the publisher who claims it was a senior official working for Trump who had written an op-ed for The New York Times asserting: “I am part of the resistance inside the Trump administration.”

The anonymous author wrote in the book to be officially released later this month, that memebers of the Cabinet planned a constitutional coup against Trump by invoking the 25th Amendment which allows a majority of the cabinet to declare a president “unable to discharge the powers and duties of his office” and remove him from office.

The author, called a “coward” by Trump for making allegations from under the veil of secrecy, also claimed that senior officials considered a mass resignation to make their case against him.

During her interview, Haley made clear her loyalty to Trump despite differences with him.

She denounced the Democrats’ attempt to impeach him, saying: “I think the biggest thing that bothers me is the American people should decide this. Why do we have a bunch of people in Congress making that decision?”

She said that there were no grounds to impeach Trump.

She said that while he did say, “I would like you to do us a favour” according to the transcripts of the his phone call with Ukrainian President Volodymyr Zelensky, “the Ukrainians never did the investigation. And the President released the funds. I mean, when you look at those, there’s just nothing impeachable there”.

The Democrats have said that asking a foreign leader to investigate the dealings of former Vice President Joe Biden, who is seeking the party’s nomination to run against Trump, and his son amount to inviting foreign involvement in US politics and that he was misusing American tax payer money to further his personal political aims.

Thwaha Fazal and Alan Suhaib

Kochi: Two CPI(M) student activists, who were arrested under the Unlawful Activities Prevention Act (UAPA) for allegedly distributing pro-Maoist pamphlets, moved the high court on Friday, seeking bail.

Considering the bail plea, the court sought the views of the government on the matter and posted the case for November 14.

Earlier, a court in Kozhikode had turned down the bail applications of Thwaha Fazal, 24, and Alan Suhaib, 20 after finding that there was prima facie evidence of Maoist links against them.

In his bail plea, Fazal said possession of literature of a banned organisation or holding any revolutionary political philosophy not in tune with the government cannot be construed as an offence, as it will go against the spirit of Article 19 (1) (a) and (c) of the Constitution.

He contended that his arrest and implication is illegal.

Fazal said the order of the sessions court denying him bail was “illegal, irregular and against the ends of justice”.

Citing various judgements, he submitted that shouting of slogans “Inquilab Zindabad and Maoism Zindabad” will not attract any criminal offence.

Fazal and Allan, students of journalism and law, respectively, and the CPI(M)’s branch committee members, were arrested on November 2 from Kozhikode, leading to widespread criticism in the Left-ruled state.

The two accused are under judicial custody till November 15.

Fazal’s brother and aunt have said they have faith in the judiciary and that police had laid out ‘fabricated evidence’.

Sabitha Madathil, Alan’s mother, has said more than the bail, she wanted her son to ‘come out clear of all charges’.

Nirav Modi threatens to kill himself if extradited to India
Nirav Modi is fighting extradition to India on charges of nearly $2 billion Punjab National Bank (PNB) fraud and money laundering case.

London: Fugitive diamantaire Nirav Modi had reportedly threatened to kill himself if he was extradited to India, according to reports.

The 48-year-old businessman, who was arrested from Holborn here on March 19 and is fighting extradition proceedings since then, was suffering from depression and was attacked by fellow inmates in his cell at the Wandsworth prison in south-west London.

The revelations came as Modi, who is fighting extradition to India on charges of nearly $2 billion Punjab National Bank (PNB) fraud and money laundering case, was produced before Chief Magistrate Emma Arbuthnot at Westminster Magistrates’ Court for his fourth attempt for bail.

However, the court yet again rejected the bail plea despite an offer of an “unprecedented bail package”, which included 4-million pounds in security as well as house arrest akin to those imposed on terrorist suspects.

James Lewis, appearing for the Crown Prosecution Service (CPS) on behalf of the Indian government, challenged the fresh bail application on the grounds that there had been no material change in circumstances from the previous three occasions and stressed that Modi continued to possess the means and intention to flee the UK.

“He has said he will kill himself if his extradition is ordered, that in itself is the strongest motivation for someone to abscond,” Lewis said.

Modi’s barrister, Hugo Keith, argued a change in circumstances in the doubling of the security offered to the court, from the previous 2 million pounds to 4 million pounds and also a privately-paid guard service to ensure constant monitoring alongside electronic tagging.

Besides his client’s mental state in Wandsworth prison, he informed the court of an extortion attack earlier on Wednesday when two inmates entered his cell and kicked him to the floor and punched him in the face.

“It is obvious that it was a targeted attack following renewed media coverage recently in which Modi is wrongly referred to as a billionaire diamantaire,” said Keith, accusing the Indian government of having “thoroughly blackened” Modi’s name as a “world-class schemer”.

He argued at length about the diamond merchant’s difficulties in preparing for his case from inside prison, where he is locked up isolated and vulnerable in a cell 22 hours a day. The judge did offer to intervene with a direction to the prison authorities to allow him access to a computer in order for him to effectively prepare his defence in the case.

“The past is a prediction of what might happen in the future,” said Judge Arbuthnot, as she concluded that she remains unconvinced that he would not interfere with witnesses or fail to surrender before the court for his trial in May 2020. She also noted that the confirmation that Modi is suffering from depression is not such that would influence her to change her previous ruling to deny bail.

She, however, was extremely critical of “appalling” leaks to the Indian media last month associated with Modi’s latest bail application, which referred to his mental health condition from a confidential medical report.

Modi’s defence team blamed the leak on the Indian investigative agencies and produced a bundle of press reports dated October 30 for the judge to accuse the Indian authorities of bad faith and egregious behaviour.

“It is very unfortunate indeed that the doctor’s report was leaked. It should not happen and would undermine the court’s trust in the government of India, if indeed that emerges to be the source of the leak,” the Judge said.

Modi has been behind bars at Wandsworth prison since his arrest on March 19 on an extradition warrant executed by Scotland Yard on charges brought by the Indian government.

During subsequent hearings, Westminster Magistrates’ Court was told that Modi was the “principal beneficiary” of the fraudulent issuance of letters of undertaking (LoUs) as part of a conspiracy to defraud PNB and then laundering the proceeds of crime.

His extradition trial is scheduled between May 11 and 15, 2020, and he must be produced via videolink before a court every 28 days until the case management hearings in the case kick in from early next year.

Modi and his uncle Mehul Choksi of the Geetanjali Group are being investigated by the Enforcement Directorate and the Central Bureau of Investigation after the PNB alleged that they cheated it of Rs 13,500 crore with the involvement of some bank employees.

Modi also faces charges under the Fugitive Economic Offenders Act. The ED has filed a chargesheet against Choksi in a Prevention of Money Laundering Act Court in Mumbai.

New Delhi: The DRI has arrested three people including a Chinese national believed to be one of the masterminds of a notorious syndicate involved in smuggling gold from Taiwan and Hong Kong into India and seized over 21 kilograms of the yellow metal, an official statement said on Thursday.

Three people, including a Chinese and a Taiwanese national, have been arrested in connection with the case, a statement issued by the Directorate of Revenue Intelligence (DRI) said.

Initial investigations point to the involvement of two separate China-based and Taiwan-based smuggling syndicates involved in smuggling gold into India by concealing it in utensils and other household goods, the probe agency said.

The Taiwan- based syndicate concealed the gold in the sediment filters of RO water purifiers which were then couriered from Taiwan to New Delhi and collected by members of the syndicate. The gold was then extracted from the sediment filter using the re-melting process, they said.

The gold extracted was sold to Karol Bagh based jewellers, who are also being investigated, the DRI said.

In this case, the DRI officials had seized more than 21 kgs of smuggled gold valued at Rs 7.62 crore on October 21 from a flat in an upscale housing society in Delhi.

Two individuals including a Taiwanese national and an Indian who had come to take the delivery of the smuggled gold were arrested in the operation. A Chinese national was also arrested on Monday from Indira Gandhi International airport here, the statement said.

The Chinese national is one of the key members of the syndicate that supplied the gold seized last month. The investigation is ongoing and more arrests in the case are likely, it said.

In a similar modus operandi detected in November 2018, the DRI officials had detected a case of gold smuggling into India from China by concealing them in bag zippers and ash-trays.

A total of 21 kgs of gold was seized and seven persons including four Chinese nationals were arrested by the DRI in that case.

“There has been a spurt in the smuggling of gold into India from China, Taiwan and Hong Kong. Information available with DRI suggests that the smuggling syndicates are using the e-commerce platforms and the courier mode to smuggle gold into India by way of concealment in household and white goods,” the DRI said.

Agricultural Minister V S Sunil Kumar presented the Kerala Farmers’ Welfare Fund Bill in the Assembly on Wednesday. The Bill would be taken up for discussion on November 21 and passed.

All farmers can become members. Each farmer has to make at least a contribution of Rs 100. As part of the government’s allocation, a contribution of up to Rs 250 would be made.

Those who have made the contributions for a minimum of five years would get pension when they turn 60. The pension is calculated based on the contribution and the number of years. The farmers could get a pension of up to Rs 10,000 per month. However, there would be more clarity once the law is formulated. After the board is formed, the registration would begin.

New Delhi/Mumbai/Ayodhya: Ahead of the Supreme Court verdict on the Ayodhya dispute, state governments and security agencies across the nation have begun setting arrangements to prevent any untoward incidents.

A five-judge Supreme Court bench had heard the Ayodhya case on a day-to-day basis for 40 days and reserved its verdict on October 16. The apex court is expected to deliver its verdict on a dispute over the ownership of 2.77 acres of land in Ayodhya before November 17, when Chief Justice Ranjan Gogoi retires.

The Hindu parties, during the hearing, had argued that the entire 2.77 acres of land is the birthplace of Lord Ram while the Muslim parties claimed the title over the land, saying Muslims had ownership of the land since 1528 when the mosque was built.

Restrictions in Ayodhya

The Uttar Pradesh government had issued strict guidelines disallowing people from posting offensive posts on social media on deities. The order restricts even the electronic media from conducting debates in Ayodhya during this period.

The order said that all calls made during this period will be recorded and scanned.

The four-page directive issued on October 31, which will be in force till December 28, prohibits people from posting defamatory remarks on social media platforms like Facebook, WhatsApp, Twitter, etc.

The order issued by Ayodhya district magistrate also restricts installation of any idol of any deity as well as victory procession on the day of the judgment.

Collecting stones or bricks has been banned and sale of kerosene and acid has also been stopped. There’s a blanket ban on any event, rally or cultural programme in Ayodhya.

The circular asks people to inform their friends and relatives, as well as group members, about the guidelines and ensure its compliance.

Meanwhile, ahead of the Supreme Court verdict, Muslims in Ayodhya have sought deployment of para-military forces in the holy city. The Muslims have said that deployment of para-military forces would give them a ‘sense of assurance’.

The Uttar Pradesh government had cancelled the leave of all police and administrative officers on the field until November 30 and issued directions to district police chiefs to ensure communal harmony.

Uttar Pradesh Chief Minister Yogi Adityanath has also asked his ministers to refrain from commenting on the Ayodhya issue.

Union Minister Mukhtar Abbas Naqvi has also said that there should not be any celebration on sensitive issues. He appealed to both the communities to maintain peace, after the verdict in Ram Janambhoomi case. The RSS, too, cancelled several events in November and has appealed to everyone to maintain peace.

Social media users can attract NSA

Uttar Pradesh Director General of Police O P Singh has said that the state will not hesitate to book offenders on social media platforms under the National Security Act (NSA) if they caused a law and order situation ahead of the Supreme Court verdict on Ayodhya.

“We are absolutely ready. Under no circumstances, will anybody be allowed to take law in their hands. Our Intelligence machinery is geared up. If needed, the National Security Act will be imposed on elements who attempt to disrupt law and order,” the DGP said.

He further said that the social media platforms were being closely monitored by a team of officials and any objectionable or inflammatory post would invite action.

Faizabad police deploys 16,000 volunteers

The Faizabad police have deployed 16,000 volunteers to keep an eye against objectionable content on social media.

A similar number of volunteers have been put in place across 1,600 localities in the district to maintain calm when the order on the Ram Janmabhoomi-Babri Masjid dispute is delivered, Senior Superintendent of Police Ashish Tiwari said.

The SSP said they are ready to deal with terror attacks, communal riots, public resentment, any danger to the disputed site and have also taken care of all loopholes.

They have prepared a four layered security plan. In case one plan fails, it will be taken over by another, the official added.

The police have appointed 16,000 volunteers in 1,600 localities of the district to encourage people to remain calm and the same number of “digital volunteers” will keep a vigil on social media. The administration has also created several WhatsApp groups for volunteers to pass on information, the SSP said.

Four security zones have been created – red, yellow, green and blue. While red and yellow will be manned by Central Para Military Forces (CPMF), green and blue will be manned by civil police, he said.

The red security zone covers the disputed site, the yellow zone covers 5 miles periphery of Ayodhya, the green covers 14 miles periphery of the temple town and the blue zone covers the adjoining districts of Ayodhya.

Seven hundred government schools, 50 UP Board- aided schools and 25 CBSE schools have been taken over to accommodate security forces.

Security tightened in Mumbai

Mumbai Police have stepped up security, specially in sensitive areas, and are keeping a close watch on social media activities ahead of the Supreme Court’s verdict in the Ram Janmabhoomi-Babri Masjid land dispute case.

Prohibitory orders are already in place and no celebration or mourning with respect to the judgement will be allowed in the city, which witnessed communal riots after the demolition of the Babri Masjid in December 1992, the police said.

Mumbai Police Commissioner Sanjay Barve on Monday held a meeting with some prominent members of the Muslim community, including journalists and spiritual leaders, and appealed to them to accept the apex court’s verdict.

“Elaborate security arrangements are being made with extra precautions in sensitive areas. As this will be the verdict of the apex court, every person should accept it as a citizen of the country and not as any community member,” the official said on Tuesday.

As part of the security measures, the police have imposed prohibitory orders from November 4 to 18, restricting any unlawful assembly of people, he said.

“No celebration or mourning by any community or group will be allowed in the city after the judgement,” he said.

The city police’s social media monitoring cell and cyber cell will monitor activities on Facebook, Twitter, WhatsApp, Instagram and other such platforms, he said.

“Strict action will be taken against those who post objectionable content, hurting sentiments of any community,” the official said.

Citizens have also been urged not to believe in rumours and alert the police if they come across any such kind of talks, he said.

“People should report any suspicious person or activity and help the police in keeping the city safe and peaceful,” he added.

RSS, BJP reach out to Muslims

Senior RSS and BJP leaders reached out to prominent Muslim clerics and intellectuals and held a meeting with them in New Delhi on Tuesday during which it was stressed that irrespective of the nature of the court ruling there should neither be ‘junooni jashn’ (excessive celeberation) nor ‘haar ka hungama’ (brouhaha over defeat).

The meeting, held at the residence of Minority Affairs Minister Mukhtar Abbas Naqvi, was attended by RSS leaders Krishna Gopal and Ramlal, former Union minister Shahnawaz Hussain, Jamiat Ulema-e-Hind general secretary Mahmood Madani, Shia cleric Kalbe Jawad and filmmaker Muzaffar Ali.

“A historic dialogue was held today in which Muslim intellectuals and clerics participated. At the meeting, it was stressed that all efforts should be made to strengthen the unity and brotherhood in the country under all circumstances,” Naqvi told reporters after the meeting.

“Kahin par bhi jeet ka junooni jashn aur haar ka hahakaari hungama nahin hona chahiye, usse bachna chahiye (Nowhere, the verdict should be excessively celebrated as a victory, nor there should be a brouhaha over the defeat. We should completely avoid this),” he said.

Hussain said it was unanimously agreed at the meeting that the Supreme Court verdict on Ayodhya will be acceptable to all.

“This verdict will strengthen the country. A message of unity has gone out with today’s meeting. This dialogue (between the RSS leaders and Muslims) that has started will not stop and meetings between the Sangh representatives and the Muslim community will continue in future as well,” he added.

The meeting is seen as part of efforts by the RSS and the BJP to reach out to the Muslim community and send out a message of peace and harmony.

Others present during the meeting included All India Muslim Personal Law Board member Kamal Faruqui, former MP Shahid Siddiqui, , former Haj Committee chairman Qaiser Shamim, JNU professor Abdul Nafey and All India Sufi Sajjada Nashin Council chairman Syed Nasiruddin Chishti.

New Delhi: Ahead of the Supreme Court verdict on the Ayodhya issue, Prime Minister Narendra Modi discussed the sensitive matter with his council of ministers here on Wednesday and asked them to refrain from making unnecessary statements on the subject and maintain harmony in the country, sources said.

The prime minister made these remarks at a meeting of the council of ministers, while asserting the need to maintain an atmosphere of amity and harmony in the country.

The Supreme Court is likely to deliver its verdict on the emotive Ayodhya issue before Chief Justice of India (CJI) Ranjan Gogoi retires on November 17.

In the latest edition of his “Mann ki Baat” radio programme on October 27, Modi had recalled how the government, political parties and civil society prevented attempts to create fissures when the Allahabad High Court ruling on the disputed land in Ayodhya was to be delivered in 2010.

He had described it as an example of how a united voice could strengthen the country.

The prime minister told his council of ministers that they should refrain from making unnecessary remarks on the issue and maintain an atmosphere of amity and harmony, the sources told PTI.

He also emphasised that the verdict should not be seen through the prism of victory and defeat, they added.

The remarks of the prime minister came days after the ruling Bharatiya Janata Party (BJP) asked its workers and spokespersons to refrain from making emotive and provocative statements on the Ram temple issue. The party also told its MPs to visit their constituencies for maintaining calm.

The ruling party’s ideological mentor, the Rashtriya Swayamsevak Sangh (RSS), issued a similar word of caution to its cadre a few days ago.

The top brass of the Sangh, at its recent meeting of “pracharaks”, had asked them not to celebrate or carry out processions if the Ram temple verdict was in their favour.

Senior RSS and BJP leaders reached out to prominent Muslim clerics and intellectuals on Tuesday and held a meeting with them, during which it was stressed that irrespective of the nature of the court ruling, there should neither be “junooni jashn” (excessive celebration) nor “haar ka hungama” (brouhaha over defeat).

The meeting was held at the residence of Union minister Mukhtar Abbas Naqvi here in the national capital.

A five-judge Constitution bench, led by the CJI, reserved its verdict in the Ayodhya land dispute case on October 16 after a marathon 40-day hearing.
