Tehran: Iranian President Hassan Rouhani will travel to Turkey to attend a trilateral meeting on Syria on Sunday, official IRNA news agency reported.

In the meeting, Rouhani and his Russian and Turkish counterparts will discuss the current situation of Syria as well as the prospect of their cooperation on international issues, Parviz Esmaili, Iranian presidential office director for communications and information, said on Friday, Xinhua news agency reported.

Rouhani’s visit will be at the official invitation of Turkish President Recep Tayyip Erdogan, Esmaili said.

Iran, Turkey and Russia, as well as representatives of the Syrian government and the opposition have held several rounds of meetings on the peace process in the Arab country.

The process toward a peaceful settlement in Syria, also known as the Astana process, was launched in January 2017 by Russia, Iran and Turkey in Astana of Kazakhstan to bring warring parties in the Syrian conflict to the table to find a political solution to the crisis.

Kolkata: Railing against “very harsh” penalties for traffic violations and raising the question of federalism, West Bengals Mamata Banerjee government has announced the new Motor Vehicles Act (MVA), 2019, passed by Parliament, will not be implemented in the state.

Banerjee herself has publicly articulated her government’s opposition to the stringent provisions in the central legislation piloted by Union Transport Minister Nitin Gadkari.

According to Banerjee, the Act would “overburden the people” particularly the poorer sections, with its steep fines and other penal provisions.

Under the new Act, the fine for driving without helmet has been raised to Rs 1,000 from Rs 100, alongside a three-month disqualification of licence. For not wearing a seatbelt, the penalty has gone up to Rs 1,000.

There are also jail provisions for more serious offences, which so far attracted only a fine.

Banerjee said: “Levying heavy penalty on the people is not the solution. The problem has to be seen from the humanitarian point of view. Can poor people afford such steep fines?”

Accusing the Central government of passing the legislation “unilaterally”, Banerjee has pointed out that her party Trinamool Congress opposed it during the parliamentary debate as one which militates against the spirit of federalism.

State Transport Minister Suvendu Adhikari said: “We also have objection to a clause that the company from which you are purchasing a vehicle is entitled to give its fitness certificate.”

Besides, West Bengal transport officials have argued that it was still not clear how the Motor Vehicle Accident Fund, which the Centre has to constitute as per the Act, will be set up.

The Chief Minister, while refusing to enforce the MVA has drawn attention to the statewide “Safe Drive, Save Life” campaign undertaken by her government to reduce road accidents.

“Of course, we will continue with this campaign. Road accidents have come down in our state since we started the campaign,” she said.

As per figures shared by the Chief Minister, after the campaign was launched in 2016, the number of road accidents in Kolkata reduced by 12 per cent in 2018 and by 14 per cent in other areas of the state compared to 2017

The highly visible campaign has attempted to sensitise people about safe driving as also road safety. At every important intersection of the city, the administration has deployed a good number of traffic police personnel and civic volunteers, including women, to ensure discipline among pedestrians.

Police personnel and civic volunteers barricade the pedestrians with ropes thereby preventing them from crossing the roads unruly on their sweet will and allow them only when it is absolutely safe.

A large number of folk artists, schools, local clubs and other organisations have been roped in for the SDSL campaign, that also uses posters depicting scenes from superhit films in Bengali and Hindi, but with the original dialogues making way for fresh ones about traffic rules and road safety.

Banerjee in fact has also taken part in a march, accompanied by ministers, school children and celebrities to underscore the need for safe driving.

Similar programmes have been organised with the participation of eminent people in all the district and block headquarters, 117 municipalities, six municipal corporations and the Gorkha Territorial administration in the northern hills.

Banerjee has announced that a chapter on road safety would be included in the school syllabus.

Bengaluru: Hopes to salvage the lander-rover, part of India’s Chandrayaan-2 mission, are fading with the window of opportunity to restore link with ‘Vikram’ closing in about a week’s time.

Lander Vikram, with rover Pragyan housed inside it, lost communication with ground-station early on September seven during its final descent, just 2.1 kms above the lunar surface, minutes before the planned touch-down on the Moon.

Efforts to re-establish the link has been going on since then. On September 8, ISRO said the lander was spotted on the lunar surface by camera on-board of the Chandrayaan-2 orbiter.

Vikram had a hard-landing. The lander, designed to execute a soft-landing on the lunar surface, and rover have a mission life of one Lunar day, which is equivalent to 14 earth days — that means ISRO now has just over a week to spring Vikram back to life.

“Progressively, you can imagine that it becomes that much more difficult, with each passing hour, the available power on the battery gets drained out, and there won’t be anything left for it to power and operate”, an ISRO official told PTI.

“With every passing minute, the situation becomes worse only…less and less probable (to establish contact with Vikram”, he said. “It looks more and more remote only”, the official said when asked if there was a slender chance of re-establishing the link.

A team at ISRO Telemetry, Tracking and Command Network here has been desperately trying to restore the link with the lander. “With the right orientation, it can still generate power and recharge batteries with solar panels. But it looks less and less probable, progressively,” the official said.

Another top ISRO official said “hard-landing” of Vikram on the Lunar surface has made the task of linking again with it that much difficult as it may not have the “right orientation (to receive signals)”. “Impact shock may have caused damage to the lander,” he claimed.

ISRO has not RPT not commented on the condition of the 1,471-kg lander of Chandrayaan-2 — first Indian mission to explore the lunar terrain with home-grown technology – and named after Dr Vikram Sarabhai, the father of the Indian space programme.

Chandrayaan-2’s 27-kg rover Pragyan, which translates to ‘wisdom’ in Sanskrit, is a six-wheeled robotic vehicle. The lander carried three scientific payloads to conduct surface and subsurface science experiments, while the rover carried two payloads to enhance our understanding of the lunar surface, according to ISRO.

Thiruvananthapuram: Former Kerala Chief Minister Oommen Chandy here on Friday sought immediate intervention of Prime Minister Narendra Modi for release of Kerala Catholic priest Benoy John, presently in the Jharkhand Police’s custody.

In a letter to Modi, Chandy wrote, John attached to the Rajdaha Mission of the diocese of Bhagalpur was taken away by the police alleging his role in forcible conversion.

“We seek your intervention to see that justice is delivered to John who has been falsely accused of indulging in conversion. We feel this is an attack on the minority community by the police and John has been denied of even the basic human rights. Hence, we wish your good office to intervene in this matter,” wrote Chandy.

According to the church, on September 6 the Deoghar district police took into custody two priests — Arun Vincent and John — and Munna Hansda. While Vincent was let off, John and Hansda have been remanded.

Kochi: The owners of Maradu flats responded to the notice issued by Maradu municipality by stating that they are not willing to evict the building no matter what. The response to the municipal secretary’s notice was sent by the residents’ association of Kannadikkadu Golden Kayaloram. Apart from the notice of the association, owners of 12 other flats also issued notice separately.

The municipal secretary gave the notice to the flat owners on September 10 demanding to evict the flats. The notice will expire on Saturday.

According to the law, 15 days’ time shall be allowed to evict any residential building. The flat owners pointed out that the municipality’s notice demanding to evict the flats in five days is in violation of rules.

Meanwhile, many political-social organisations came forward to support the flat owners on Friday. MLAs M Swaraj, P J Joseph, Mahila Congress leader Lathika Subhash, BJP leader A K Naseer and others visited the place and offered support the flat owners.

Kochi: A day ahead of the end of the five-day deadline for vacating their flats here, built in violation of CRZ norms, the owners on Friday stuck to their stand of staying put and decided to move the Kerala High Court against alleged illegalities in the pre-demolition notices.

The owners, who have been opposing the move to demolish the flats as ordered by the Supreme Court for violation of Coastal Regulation Zone rules, also said a “relay satyagraha” would be held in front of the Maradu municipal office and their apartments from Saturday.

The municipal authorities, who issued the notices on Tuesday asking the residents of the around 350 flats to vacate within five days, said they would take the next step based on directions from the state government.

The notices were issued to the owners of flats in five apartment complexes asking them to vacate their residences to implement the Supreme Court order directing demolition of the structures constructed in violation of Coastal Regulation Zone (CRZ) notifications.

After the owners refused to accept the notices, authorities had affixed them on the walls of the building.

Some 12 flat owners have so far responded to the notices, contending that the civic body had not followed the laid down rules for serving such notices.

The municipal authorities said they have forwarded to the state government the responses and other the grievances of the owners of the apartments.

A representative of the owners told reporters that they would approach the Kerala High Court on Monday against the notices. They alleged there were a lot of illegalities in the notices.

An official of the municipality said the notices were issued to the residents on the basis of the Supreme Court order.

“The state government had also given direction to the Municipality in this regard. The follow up actions of the civic body will be based on the directives of the state government,” the official said.

The state government had on Monday initiated steps to implement the apex court order and given directions to the municipality to take immediate action for evacuating the residents and rehabilitating them in coordination with the Ernakulam District Collector.

The owners of the flats on Friday reiterated their stand that they would not vacate their apartments as they have no place to go. They demanded adequate compensation and proper rehabilitation.

The owners also said they have sent representations by email to President Ram Nath Kovind and Prime Minister Narendra Modi, seeking their intervention to stop the proposed demolition and allow them to continue to reside in their houses.

Leaders of both the ruling CPI-M and opposition Congress have come out in support of the owners of the flats, saying the issue required humanitarian consideration and it was not the residents who violated the law.

CPI-M state secretary Kodiyeri Balakrishnan and Leader of Opposition in Kerala Assembly Ramesh Chennithala would visit the apartments facing demolition on Saturday, sources in the two parties said.

The Marxist party, heading the LDF government in the state, said it would organise a march to Maradu municipality on Saturday, expressing solidarity with the flat owners.

Rallying behind the owners of the apartments, Ernakulam district congress committee sought justice for them and said they were not encroachers.

The apex court had last week pulled up the state government for non-compliance of its order directing demolition of the five apartment complexes at Maradu and said the state was known for “not following” its directives.

Directing the government to comply with its order by September 20, it has said if a compliance report was not filed, the state chief secretary should appear before it on September 23.

The top court had on May 8 directed that removal of the buildings within a month as they were constructed in a notified CRZ, which was part of a water body known to be hit by tides.

Geneva/New Delhi: After firmly putting forth India’s stance on Kashmir, negating Pakistan’s shrill allegations of human rights violations, Secretary (East) in the Ministry of External Affairs Vijay Thakur Singh met UN High Commissioner for Human Rights Michelle Bachelet and briefed her on the steps taken by New Delhi to bring about normalcy in Jammu and Kashmir.

Singh, who led India’s counter offensive to Pakistan at the top human rights body on September 10, also conveyed to Bachelet about India’s concerns on the threats posed by cross-border terror emanating from Pakistan.

“Secretary Vijay Thakur Singh met with UNHCR High Commissioner @mbachelet in Geneva and briefed her on the steps taken towards gradual return to normalcy in J&K. Conveyed India’s concerns on the threat posed by cross border terrorism emanating from Pakistan,” MEA spokesperson Raveesh Kumar tweeted.

Flanked by former Indian High Commissioner in Pakistan Ajay Bisaria, who was expelled by Islamabad after India revoked special status for Kashmir, Singh on September 10 told the UNHRC that there was a need to call out those who are misusing the UN Human Rights Council for “malicious political agenda under the garb of human rights”.

Singh rejected Pakistan’s charges against India on the Kashmir issue at the 42nd session of the UNHRC.

Thiruvananthapuram: With the deadline for completion of the Vizhinjam Port project fast approaching in December, Adani Vizhinjam Port Pvt Ltd (AVPPL) has sought support from the Kerala government as the work at the port site is moving at a slow pace.

AVPPL owner Gautam Adani at the time of the commencement of the project on December 5, 2015, had said that the first ship will berth there on September 1, 2018, in a record time of less than 1,000 days. But this deadline was missed. And with things moving at a snail’s pace, meeting the deadline of December 4, 2019 also seems to be difficult.

As per the agreement, AVPPL is duty bound to pay a specific sum for each day of the delay.

Sources have said that three letters written by AVPPL to the state government were ignored. After the fourth letter, the Kerala government has decided to set up a committee to look into the matter.

The AVPPL has told the Kerala government that it will commission the project in October 2020, but for that it wants help in a big way, as there is a serious shortage of limestone required for building the breakwaters.

While the total length of the breakwater is 3.1 km, all that has been constructed till now is a mere 640 metres. Even though there are 19 quarries, but the required sanctions for operations have come only for three. The work at the port has also been hampered due to certain local issues and adding to the delay are the floods of 2018 and 2019.

Former State Ports Minister K.Babu said that for some strange reason, the present Left government is not helping AVPPL.

“When I was at the helm of affairs, we used to hold regular review meetings and anything which the state government needed to do was taken up. As I was the Minister to ink the project, I took it up as my responsibility and till we were in office, things were smooth. But now this government has completed more than three years, things are not going as it should have happened in a major infrastructure project like this,” said Babu.

According to the envisaged plan, this would be one of India’s deepest ports and 80 per cent of the country’s cargo trans-shipments will take place from here.

The international multi-purpose deep water seaport project estimated to cost Rs 7,525 crore was planned by the Oommen Chandy government in 2015 which signed an agreement with AVPPL.

The AVPPL, which was the lone bidder for the project, had sought a Rs 1,635 crore grant for it.

The project also requires 360 acres of land, of which 130 acres have been reclaimed from the sea. Also part of it is a 10.9 km long railway line.

According to the agreement, Adani will operate the port for 40 years, extendable by 20 more years, while the state government will get a portion of the revenue from the port after 15 years.

Shahjahanpur (UP): The special investigation team (SIT) probing the Shahjahanpur rape case, has sealed the Divya ashram of the accused ex-Union Minister and BJP leader Swami Chinmayanand.

Chinmayanand, who was interrogated by the SIT on Thursday night for almost seven hours, has been placed under house arrest.

Earlier on Thursday, SIT had recorded the statement of SS Law College Principal Sanjay Kumar Baranwal and Secretary Avanish Misra.

SIT sources had on Thursday that summon had been sent to Chinmayanand for questioning but the former Minister did not appear citing health reasons.

According to reports, Chinmayanand was interrogated on the allegations levelled by the law student, as well as on a video clip showing him getting a massage by a girl.

The 72-year-old reportedly denied the allegations and claimed that he was being asked for money by some boys and when he refused to pay, they hatched the conspiracy against him.

The 23-year-old postgraduate student has alleged that she was raped repeatedly and “physically exploited” for a year by the BJP leader, whose organization runs several colleges in Shahjahanpur.

The law student also alleged that some vital evidence have been removed from her hostel room by Chinmayanand’s supporters before it was sealed by the police.

Her father alleged that they removed from the room a pair of spectacles with a camera fitted in them, suggesting that this contained evidence against the BJP leader.

The woman also alleged that they planted some things there to tarnish her image.

On August 24, the student had posted a video on Facebook in which she alleged the former Union Minister had exploited many girls, including her. She also claimed to possess proof against Swami Chinmayanand. After posting the video, she went missing.

On August 25, Shahjahanpur police filed an FIR on the complaint of Chinmayanand’s lawyer Om Singh under the sections of extortion and Information Technology Act against unidentified persons.

Later, police lodged another FIR under IPC section 364 (abduction with intent to commit murder) and 506 (criminal intimidation) against Chinmayanand and unidentified persons on August 27.

However, Chinmayanand was not summoned or arrested by police.

On August 30, the law student was found in Rajasthan’s Dausa district.

A team of Uttar Pradesh Police recovered her from a hotel near Mehandipur Balaji temple in Dausa and produced her in the Supreme Court on same day as per the apex court’s directives.

The top court later ordered an SIT probe into her allegations. A special bench of the Allahabad High Court is monitoring the SIT probe.

New Delhi: Days after US President Donald Trump called off negotiations with the Taliban, India on Thursday said that any peace process should have “full consent” of the Afghan government and its people.

India is very closely following the developments relating to peace initiatives in Afghanistan, External Affairs Ministry spokesperson Raveesh Kumar said.

“We are following the developments, including talks between the US and the Taliban very closely. We are of the view that all sections of Afghan society including legitimately elected government, should be part of the peace process,” Kumar said.

Trump has long wanted to end US involvement in Afghanistan – since his days as a candidate – and American diplomats have been talking with Taliban representative for months about a plan to withdraw thousands of US troops in exchange for security guarantees by the Taliban.

US and Taliban had struck a deal earlier this month that could have ended America’s longest war. However, in a stunning reversal of efforts, the United States is intent on keeping up military pressure on the militants.

Secretary of State Mike Pompeo said that Afghan peace talks were on hold and Washington would not reduce US military support for Afghan troops until it was convinced the Taliban could follow through on significant commitments.

Taliban had lashed back at the decision and warned that this decision by Trump is certain to cost more American lives.

“This will lead to more losses to the US,” he said. “Its credibility will be affected, its anti-peace stance will be exposed to the world, losses to lives and assets will increase.”

There are currently 14,000 US forces as well as thousands of other NATO troops in the country, 18 years after its invasion by a US-led coalition following September 11, 2001, al Qaeda attacks on the United States.

On Wednesday, September 11, the anniversary of the 9/11 attack, a rocket exploded at the US Embassy in Kabul, Afghanistan. It was the first major attack in the Afghan capital since Trump called off US-Taliban talks.

Earlier this year, India had conveyed to the US that it should not withdraw its troops from Afghanistan without putting in place an elected “political structure” to govern the country. India has been a key stakeholder in the peace and reconciliation process in the war-torn country.

“We have supported the election process, which is about to unfold later this month. Our point of view is that any process should respect the constitutional legacy and it should not lead to any ungoverned spaces where terrorists and their proxies can relocate,” the MEA spokesperson said.

He said any process should have the full consent of the Afghan government and its people.

“We are reasonably confident that any decision on the peace process taken by the US and the international community will take into account all these concerns,” Kumar said.
