Mumbai: A massive fire broke out Monday in MTNL building here, leaving 84 people stranded on the terrace of the nine-storey structure all of whom were rescued by fire brigade personnel, an official said.

A fireman, Sagar Salve (25), inhaled smoke during firefighting operation following which he was admitted to Bhabha Hospital, he said.

The 25-year-old is stable and his condition is out of danger, he said.

A search was on to locate people who may have been trapped on the fire-affected third, fourth, fifth and other floors of the telephone exchange building in suburban Bandra, he said.

Armed with searchlights, other equipment and donning fire protection suits, fire brigade personnel searched these floors, the official said.

For the first-time, a newly-introduced robot, Robofire, was used to control the blaze, the official said.

The blaze started at around 3pm at the MTNL building, which incidentally, is located near a fire brigade centre in suburban Bandra.

As it was a working day, many persons, mostly employees of the state-run telecom firm, were present inside the building, he said.

As the fire started on the third and fourth floors, panic-stricken people started running out of the building. People who were on upper floors went to the terrace to save themselves, the official said.

All the 84 people stranded on the terrace were safely evacuated, he said.

At least 14 fire engines, newly-introduced Robofire, an ambulance, aerial ladders and other firefighting equipment were deployed to douse the flames and rescue people, he said.

Due to strong winds and thick smoke billowing out of the building, fire brigade personnel faced difficulties in dousing the flames, he said, some nearby buildings were also affected.

People trapped on the terrace were seen screaming and frantically seeking help as they used handkerchiefs to avoid inhalation of smoke.

The cause of the fire was not yet known.

“We came down from the fifth floor via lift. We saw fire brigade personnel bringing out some people from a smoke- filled floor,” a woman said.

Another woman, who also managed to come out of the building, said, “When we came to know of the fire, we searched for the staircase, which had become partially invisible due to heavy smoke.”

“We had closed the windows and doors of our office. Fire brigade people came and rescued us,” she said. There were still six to seven persons on the floor from where she was rescued, she added.

A woman, who was rescued using an aerial ladder, was seen shooting the scene around with her mobile phone even as she was being lowered to the ground.

Visuals on TV showed smoke billowing from the building and people on the terrace trying to signal those below.

The incident comes a day after one person died and two others were injured in a four-storey residential building located behind the iconic Taj Mahal Palace Hotel in south Mumbai.

This is latest in a series of fire incidents in the metropolis in the last few years.

There have been over 49,000 fire incidents in Mumbai in the last one decade, killing more than 600 people, the Maharashtra government had told the assembly in November 2018.

A massive fire in two pubs located in the Kamala Mills Compound here had claimed 14 lives on December 29, 2017.

Besides, 12 people were killed in a blaze at a snack shop in Saki Naka-Kurla area on December 18, 2017.

SEOUL (AFP) – North Korean leader Kim Jong Un voted in nationwide local elections on Sunday (July 21) that registered the near 100 per cent turnout claimed for every ballot held in the nuclear-armed state.

Given the absence of any competition among candidates, elections in the North are essentially a political ritual which, observers say, allows the authorities to claim a popular mandate while reinforcing loyalty to Kim’s regime.

The 99.98 per cent turnout this year was a 0.01 per cent improvement on the figures registered in 2015.

Only those overseas “on foreign tour or working in oceans” were unable to vote, the North’s state-run agency KCNA reported on Sunday, adding that even “voters troubled with ageing or illness cast their ballots into mobile ballot boxes”.

The isolated nation holds local elections every four years to elect representatives to provincial, city and county assemblies. Typically, 99 per cent of voters in the de facto single-party state take part in the polls and 99 per cent of them cast “yes” votes for uncontested candidates.

The regime touts the high turnout as an example of its “single-minded unity” to glorify the “Korean-style people-centred socialism”.

Kim visited a polling station in North Hamgyong province and voted for two candidates – named Ju Song Ho and Jong Song Sik – running for county assemblies in the area, KCNA reported.

He “warmly encouraged them to become the faithful servants of the people by fulfilling their duties so as to live up to the anticipation of the people, being aware of being the representatives of the people”, KCNA said.

Sriharikota: Making history, India launched its second moon mission Chandrayaan-2 on Monday at 2.43pm.

The mission seeks to explore the unchartered Lunar south pole. India’s most powerful rocket GSLV-Mk0III-M1 is carrying a landing rover which will make a soft landing on the surface of the moon in the first week of September.

The launch comes a week after the first attempt for lift-off was aborted due to a technical snag.

The Rs 978-crore mission, which has been rescheduled for Monday after scientists corrected the glitch in the rocket, was launched from the second launchpad at Satish Dhawan Space Centre here, over 100 km from Chennai.

The Indian Space Research Organisation (ISRO) scientists, who aborted the previous launch with 56 minutes left for the countdown to end on July 15, had taken quick remedial action based on an analysis carried out by a team set up to look into the snag and announced the rescheduled launch three days ago.

Chandrayaan-2 comes 11 years after ISRO’s successful first lunar mission Chandrayaan-1 which scripted history by making more than 3,400 orbits around the moon and was operational for 312 days till August 29, 2009.

“Chandrayaan 2 is ready to take a billion dreams to the moon now stronger than ever before! Join us for the launch on Monday 22 July, 2019 at 2:43 PM IST,” ISRO had tweeted on July 18 while announcing the rescheduled launch.

On the eve of the launch, ISRO chairman K Sivan said all preparations were on and the glitch had been rectified.

Mumbai: Binoy Kodiyeri, son of CPM Kerala state secretary Kodiyeri Balakrishnan, has approached the Bombay High Court, seeking to quash the sexual abuse case against him.

The Mumbai Police had filed an FIR against Binoy based on a complaint by a Bihar native woman, who alleged that Binoy had sexually abused her for years under the pretext of marriage. Binoy’s petition, seeking to quash the FIR, was filed on July 17. The High Court will consider it on Wednesday.

Binoy, who is out on bail, is set to appear at the police station on Monday. He has been asked to appear before the police every Monday for a month. It was also instructed that Binoy should give the blood samples for the DNA test if the cops were to ask for it. However, Binoy had refused to give his blood samples last Monday, citing health reasons.

The Mumbai Police had insisted that he should give the blood samples today (July 22). Binoy then moved the High Court.

In her complaint to the Mumbai Police, the woman had said that she was sexually abused for nine years and that she had an eight-year-old child in the relationship with Binoy.

The woman had raised charges of sexual abuse, cheating, and threatening. The cops at the Oshiwara police station in Mumbai’s Andheri have registered the FIR and are probing the case.

However, Binoy had denied the allegations and said that this was an attempt to blackmail him. Though he admitted knowing the woman, Binoy claimed that her allegations were false.

Hong Kong:  A mob of masked men armed with batons stormed a train station in the Hong Kong district of Yuen Long.

Footage posted on social media showed the men, all in white T-shirts, violently attacking people on platforms and inside train carriages, the BBC reported.

At least 36 people were injured in the violence on Sunday, according to local media reports.

The mob attack followed the latest pro-democracy rally in the centre of Hong Kong, where riot police had fired tear gas and rubber bullets at protesters.

It is unclear who the mob were or what the motives for the attack were.

In a statement, the government said that in Yuen Long “some people congregated at the platforms of the MTR station and train compartments, attacking commuters”.

“This is absolutely unacceptable to Hong Kong as a society that observes the rule of law. The SAR (Special Administrative Region) government strongly condemns any violence and will seriously take enforcement actions.”

Hong Kong Police also said: “Some people attacked commuters at the platforms of the Yuen Long MTR station and train compartments, resulting in multiple injuries.”

The mob stormed Yuen Long MTR station at about 10.30 p.m., hours after clashes between protesters and police in the Sheung Wan area earlier in the day.

Yuen Long is a more remote district of Hong Kong, and is far away from the site of the main pro-democracy protests.

Riot police fired tear gas and rubber bullets at protesters in Hong Kong at a large pro-democracy rally, and charged demonstrators who threw objects at police lines.

The protest route was altered with protesters told to stop at Wan Chai rather than Central, where the key government offices are located.

Some 4,000 police officers were deployed.

Karnataka trust vote today, SC refuses to hear MLAs' plea

Bengaluru/Karnataka: With the fate of the fragile Congress-JD(S) government in Karnataka likely to be decided on Monday with a trust vote in the Assembly, Chief Minister H D Kumaraswamy has appealed the rebel MLAs to return and “expose” the BJP during the debate in the House, but they ruled out attending the session.

Karnataka BJP chief B S Yeddyurappa on Sunday exuded confidence that “tomorrow will be the last day of the Kumaraswamy government” and said the chief minister was just trying to buy time.

After the voting on confidence motion did not take place despite two deadlines on July 19 set by Governor Vajubhai Vala, two Independent MLAs, who withdrew support to the Congress-JD(S) government, had moved the Supreme Court seeking a direction for conducting a floor test forthwith in the state Assembly.

However, the Supreme Court on Monday refused to urgently list the plea. A bench headed by Chief Justice Ranjan Gogoi said, “Impossible. We have never done this before. Tomorrow we may see to it.”

The bench’s remarks came when senior advocate Mukul Rohtagi, appearing for the two legislators — R Shankar and H Nagesh, said he has filed a new petition in the Karnataka matter and seeks its urgent listing.

Rohatgi said the floor test is being delayed on one pretext or the other.

He said when the Congress-JD(S) coalition can take orders for holding of floor test earlier, then same order can be issued now. To this the bench said, “We will see tomorrow.”

The two MLAs, who withdrew support to the Congress-JD(S) government in Karnataka, moved the top court seeking a direction for conducting a floor test forthwith in the state Assembly.

They said that the state has plunged into a political crisis after they withdrew their support to the government and 16 lawmakers of the ruling coalition tendered their resignations.

Amid reports that the government was still trying to prolong the discussion on the confidence motion to delay the floor test in a hope of some kind of relief from the Supreme Court, Kumaraswamy on Sunday said he was not trying to cling onto power.

“My only intention of seeking time for debate on trust vote is to let the entire country know how the BJP, which talks of morality, is trying to subvert the very principles of democracy as well as Constitution,” he said in a statement, and offered to hold talks with rebels MLAs to resolve their issues.

But the rebel lawmakers hunkered down in a Mumbai hotel asserted they would not return and rejected allegations they were held captive.

“We thought this government will do good to the state but it did not happen. There is no question of our attending the assembly session tomorrow,” rebel JD(S) MLA K Gopalaiah said in a video, flanked by ten other legislators.

A H Vishwanath, who resigned as the JD(S) state president following the Lok Sabha election debacle, said “the demonic politics in the name of coalition has done no good to the people and compelled the MLAs to resign.”

Senior minister and Congress trouble shooter D K Shivakumar claimed Kumaraswamy has told the Congress that it can appoint any leader of its choice as CM to save the coalition.

There was, however, no confirmation from the JD(S) that it has made such a proposal though there were reports earlier that such a suggestion by Kumaraswamy was shot down by his father and JD(S) supremo H D Deve Gowda.

Kumaraswamy and the Congress had moved the Supreme Court on Friday, accusing the Governor of interfering with the Assembly proceedings when the debate on the trust vote was underway and sought clarification on its July 17 order, which they said,caused hindrance in issuing whip to the legislators.

Kumaraswamy on Sunday mounted a scathing attack on BJP, accusing it of touching a new low by by its “immoral politics”.

“It is a matter of immense pain and disgust that the BJP has not only taken Karnataka’s political scenario to a new low, but also touched a new low in the country for immoral politics. The BJP has made a mockery of democracy by taking away several MLAs from ruling coalition forcefully,” he said in the statement.


Meanwhile, the coalition got some relief when Bahujan Samajwadi Party supremo Mayawati directed her party’s lone MLA in Karnataka N Mahesh to vote in favour of the trust motion.

BJP state president B S Yeddyurappa hit back at Kumaraswamy questioning where was his morality when the JD(S) and Congress came together to satiate the greed for power after fighting elections against each other.

As many as 16 MLAs – 13 from the Congress and three from JD(S) – had resigned, while independent MLAs R Shankar and H Nagesh had withdrawn their support to the coalition government.

One Congress member Ramalinga Reddy had later retracted his resignation, saying he would support the government.

The ruling combines strength is 117 – Congress 78, JD(S) 37, BSP 1, and nominated 1, besides the Speaker.

With the support of the two independents, the opposition BJP has 107 MLAs in the 225-member House.

If the resignations of 15 MLAs (12 from Congress and three from JD(S)) are accepted or if they stay away, the ruling coalitions tally will plummet to 101, (excluding the Speaker) reducing the government to a minority.

BJP’s strength is also likely to come down to 106, as Shankar who has extended support to the saffron party will not attend the session, according to sources.

New Delhi: Minister of State for External Affairs V Muraleedharan has said that efforts were on to release of Indians, including six Keralites, who are on board two ships seized by Britain and Iran this month as the standoff between the two countries escalated.

“Iran has said that it has not arrested any of the crew of the British vessel Stena Impero. All the crew are on the ship itself. Efforts are on to release the Indians,” he said.

The MEA is yet to get the full details of the Indians on both the ships.

In a letter to External Affairs Minister S Jaishankar, Kerala chief minister Pinarayi Vijayan had asked the ministry to share details of the persons aboard the ship so that their families could be helped.

“I request that all possible efforts to ensure the safety of the crew be made and the relevant details of persons may be shared with the state government so that their family members can be contacted and we can be of help in their hour of crisis,” Vijayan said in the letter, the copy of which was released to the media here.

Congress MP Hibi Eden, representing Ernakulam constituency, also sought the urgent intervention of the Central government for the release of the Indian nationals.

New Delhi: External affairs ministry is making all efforts to ensure the safe release of Indians, including six Keralites, who are on board two ships seized by Britain and Iran this month as the standoff between the two countries escalated.

Iran’s oil-carrying vessel, Grace 1, was seized by Britain near Gibraltar on July 4 while British-flagged oil tanker, Stena Impero, was captured by Iran at the Strait of Hormuz on Friday. According to media reports, both the vessels have three Keralites each on board.

Kerala Chief Minister Pinarayi Vijayan on Sunday urged the Centre to take all efforts to secure the release of Indian nationals, including the Keralites on board the ships.

External affairs ministry has said that efforts are on to release the Indians on the ships. All three Keralites on the British ship are from Ernakulam district. One among them was identified as Dijo Pappachan (26) of Kalamassery in Kochi. The other two are from Fort Kochi and Thrippunithura. Their names and other details were not immediately known. The Fort Kochi native is said to be the captain of the vessel.

Third engineer P Prajith (33) of Kasaragod, junior officer K K Ajmal (27) of Wandoor in Malappuram and second officer Rejin (40) of Guruvayur in Thrissur district are aboard the Iranian vessel, Grace 1.

The British vessel’s Sweden-based owner, Stena Bulk’s officials from the Mumbai office had called Dijo’s house on Saturday morning, and assured the family members that there was no cause of concern. The officials said that they were in contact with the crew and there was no room for worry.

Dijo, who had completed BSc in hotel management, works as the mess man on the ship. He had boarded the ship from Gujarat on July 18. Dijo had called his family members around 10.30am on Friday. He told them that he was on the Iran coast and that the ship would next head to Saudi Arabia.

Thiruvananthapuram: Four people have died and three, including two fishermen from Tamil Nadu, are still missing as rains continued to lash Kerala, with red alert being sounded in Kasaragod, Idukki, Kozhikode and Kannur districts till Tuesday.

The body of Sahayaraju (55), one of the missing fishermen from Tamil Nadu, was found in Kollam district.

Two other fishermen had managed to swim to safety, the coastal police said.

“The search is on for the remaining two missing fishermen. A Coast Guard ship and two boats of Marine Enforcement are searching for them,” a coastal police official told PTI.

The body of Manesh Sebastian, who went missing in the Meenachil river of Kottayam district, was retrieved by the Navy.

The India Meteorological Department (IMD) has issued red alert in Kozhikode, Wayanad and Kannur districts on Monday.

It has also predicted extremely heavy rainfall in Kannur and Kasaragod districts on Tuesday.

The weatherman has also issued orange alert in Kottayam, Ernakulam, Thrissur and Malappuram till Thursday, July 25.

Even though the intensity of rains has reduced, coastal areas of the state continue to bore the brunt of the rough sea.

The Thiruvananthapuram district administration has opened six relief camps and moved 143 families there from the coastal areas.

“A total of 603 people are in the relief camps. Food and other necessary items are being provided,” District Collector K Gopalakrishnan said in a release.

Authorities have declared holiday to the Vettukadu St Mary’s LP school, where the relief camp is functioning.

The Kannur and Kozhikode district administrations have declared holiday for all educational institutions including professional colleges on Monday, in the wake of red alert issued by the IMD. Holiday has been declared for all educational instutions except professional colleges in Kasaragod district. 

There is no change in the exams scheduled by the Kannur University for Monday.

In Kottayam district, holiday has been declared for most educational institutions on Monday.

Holiday has been declared for the St Thomas School at Thirumoolapuram near Thiruvalla in Pathanamthitta district, which is functioning as a relief camp.

The Kerala government has asked tourists to stay away from Shankumugham Beach in state capital Thiruvananthapuram, citing danger.

The IMD has also cautioned fishermen from venturing into the sea.

According to sources of the State Disaster Management Authority (SDMA), hundreds of houses from coastal areas of the state have been evacuated.

In the Idukki district, a minor landslide occurred Saturday morning at Konnathady village, causing crop loss.

There were no casualties, official sources said, adding people have been advised against travelling to hilly areas.

Koshy Varghese (53) drowned after slipping into the Manimala river at Thiruvalla while fishing.

Dileep Kumar (54) from Kollam died when a coconut tree fell on him on Friday, Kerala State Disaster Management sources said.

A man who had gone to bathe at Fort Kochi beach is also missing.

A total of 12 relief camps have been opened for those living in low-lying areas and whose homes have been flooded.

According to SDMA, 13 houses have been fully damaged so far and 71 partially in the state.

“As of now, we have opened two relief camps in Kasaragod. Nearly 15 persons have been shifted there. There are many others who have opted to move to their relatives,” a disaster management official from Kasaragod said.

The Central Water Commission website said water in Periyar, Pamba and Chaliyar rivers in the state is rising.

In the northernmost Kasaragod district where red alert has been issued, the maximum rainfall recorded was 9cm, whereas certain places in Kannur received 9.7cm rain.

The Kariangode river is in spate and has changed its course, flooding 50 houses in the vicinity.

People have been shifted to relief camps, sources said.

According to reports, the Madananthesswara Sidhi Vinayaka temple at Madhur has been flooded.

In a huge relief, four fishers who had gone missing after putting out to sea from nearby Vizhinjam on Wednesday, returned safely Saturday.

Their boat had developed a technical fault and was drifting about 28 nautical miles from the shore.

The fishermen, who were left without food, have been shifted to a hospital.

The families of the missing fishermen had been staging protests at Vizhinjam beach area since Friday demanding immediate action to trace their kin.

In Arratupuzha, relief camps have been opened to accommodate the families, who were shifted there after sea water entered their houses.

Kerala had the worst deluge in years in 2018. With homes destroyed and thousands displaced, the state is still reeling under the shock of the disaster.
